"Our Hospital costs of Indoor facilities shall be kept minimum within the reaches of Middle and Lower income group and ‘Free of Cost’ to the poor people. Outdoor facilities for consultation shall be available to the middle & lower income group at a Registration fee of Tk. 100.00 (U.S.$ 1.2 cent) and free of charges for the poor people."
